Canyon Village

We are excited to be able to provide you information on the recently filed rezoning request (explained in more detail below).  The zoning case number is Z-129-24 and the request seeks a rezoning from C-2 M-R to C-2 M-R DNS/WVR (Density Waiver).

The subject property is located approximately 514’ north of the northwest corner of Dunlap Avenue and 25th Avenue. The subject property consists of two parcels totaling approximately 13.3 acres. Both properties are zoned C-2 M-R and are currently developed with multistory office buildings and multistory parking structures. See the below aerial, which shows the overall property and location.

This site’s General Plan designation is “Commercial.” It is within the North Mountain village core and is designated on the City’s General Plan as a “Primary Core.” This core is designated for “High Intensity.”

The site’s existing office buildings are 5 stories tall (north) and 6 stories tall (south), respectively. There are two parking structures on the site, closer to 25th Avenue, that are 3 stories tall and 2 stories tall, respectively. Consistent with the City’s emphasis on adaptive reuse of existing structures, this proposal seeks to convert the office buildings, parking structures, and associated campus into a new and fresh multifamily development. Rather than tearing down the existing structures only to build new ones, the offices will be converted to multifamily housing units and housing units will also be added to a portion of the 3-story parking structure, where there is an excess of parking spaces.

This portion of Dunlap Avenue is evolving. High density and intensity is now being encouraged by the City to capitalize on its major investment in light rail and to promote the very promising redevelopment of Metrocenter. The subject site is adjacent to the recently developed light rail line and situated between two light rail stations. This makes it an ideal location for additional multifamily density.

It is our client’s desire to keep the current C-2 M-R zoning on the two properties and to simply seek the addition of a Council approved Density Waiver to allow the additional proposed residential density. The current C-2 M-R zoning allows residential development but limits density to 14.5 du/ac.  To bring the proposed development more in line with densities sought by the City along the light rail, a density waiver is being requested through the zoning process to allow up to 55 du/ac on the subject property. The proposal is for 400 residential units.

Given that the current use is an office development, the intent is to add new amenities as part of the residential conversion, such as a pool, seating and gathering spaces, BBQ, ramada and other amenities for residents to enjoy. The intent is to convert the office buildings to a market-rate, class-A multifamily development.

We see this development acting as an early catalyst for other transit-oriented redevelopment in this area. As that development comes, this area will become more and more activated and walkable. That includes being safer and more secure, which we completely understand has been a challenge with this area previously. With new light rail connections, and the pending Metrocenter redevelopment, this area has a bright future of positive urban development. We are happy to be a part of it.
